As in every annual report, the Jewish People Policy Institute designates a section to address the issues of identity and allegiance among the world Jewry, with the exception of the Jewish Israelis. It is believed that allegiance to religion, in particular and at any level whatsoever, might be a prelude to a Jew’s willingness to migrate from their homeland to Israel. However, this willingness decreases considerably among those who merely call themselves Jews, without any connection to religious and cultural institutions in various homelands of the Jews around the world.
