A new Israeli paper has recently been issued by the Palestinian Center for Israeli Studies “MADAR,” entitled “Israeli Initiatives to ‘Preempt’ the Scenario of Disintegration and Civil War”. It includes translations of four selected Israeli initiatives in this context, prepared by the researcher at “MADAR,” Abdel Qader Badwi, and consists of 150 pages.
The significance of the selected initiatives—launched before and during the ongoing war of extermination in Gaza—lies in their deep and extensive diagnosis of the Israeli internal crisis, which has intensified and deepened, and has come to threaten the features of internal social cohesion and the stability of the political system, especially after the formation of the 37th government, the “full right-wing government.”
These initiatives start from the reality that this crisis has turned the internal scene into a space of sharp conflicts, indicating the possibility of sliding toward a more complex internal confrontation, and perhaps toward a civil war between the rival camps. This has made them a source of concern among political, academic, and media elites since the initial signs of shock from the October 7, 2023 attack began to fade.
This Israeli paper begins with an introduction by the paper’s compiler and translator, researcher at “MADAR,” Abdel Qader Badwi, which sheds light on the internal crisis and seeks to place the translated initiatives in the broader and more comprehensive context represented by the state of internal contention, especially its complexities after the events of October 7, and the repercussions of the war of extermination on Gaza and southern Lebanon and their implications for the internal situation. Then comes a foreword written by Antoine Shalhat, Director of the Israeli Scene Unit at the Palestinian Center for Israeli Studies (MADAR), which places the translated texts—the “initiatives”—in a historical context that emphasizes their relevance, particularly in the wake of the formation of the right-wing government. The largest section of this paper is occupied by the translated texts, namely the initiatives: “Israeli Appeals”, “Initiative of the Institute for National Security Studies”, “An Internally United Initiative”, and finally the “Packages” initiative.
